HII-TSD, Integrated Mission Solutions Group (Camber Corporation) is currently seeking an Intelligence Community Senior Capture Manager to work out of their Fairfax, VA, Sterling VA, and/or Columbia, MD office(s).
The successful candidate for this position will be responsible for defining and executing successful win strategies to capture Intelligence Community (IC) business. The Senior Capture Manager must be an accomplished “self-starter” who understands the intricacies of doing business with Intelligence Agencies, project management, contracts, and proposal development. The successful applicant will have the ability to create and execute strategies that lead to new business.
Duties and Responsibilities (to include but not be limited to the following):
Possesses Intelligence Community industry knowledge, marketing and sales capabilities, technical insight, proposal experience, program management skills, and leadership skills.
Identifies the resources required to pursue the bid, establishes processes and plans necessary for pursuit, and manages their execution.
Works closely with the proposal manager, technical lead, and executive management to ensure that the strategy, win themes, and discriminators are properly reflected in proposal
Responsible for the development and implementation of winning capture strategies.
Ensures appropriate resources are assigned to address all client requirements, including developing and presenting capture management reports and briefings.
Identifies capture team and assigns capture responsibilities while working closely with other corporate support organizations (e.g., Contracts, Pricing, HR, etc.) to assure an integrated approach.
Manage capture of new business opportunities from opportunity identification through pursuit, capture and successful proposal submission.
Lead capture for complex and technical bids, to include identifying and comprehending clients’ requirements and buying patterns, developing complex technical solution options, and building a cost-competitive industry team that can deliver client impact through a winning bid.
Drive market-based competitive intelligence, market assessments, client assessments, and strategic planning efforts in support of Intelligence Community opportunity portfolios and pipeline.
Leverage client leadership and extensive community relationships within related market segments in Intelligence Community and defense industry clients.
Lead complex negotiations with industry partners to build teams in support of large complex procurements.
Manage key stakeholder relationships and keep the business leadership team informed and engaged in advancing strategic partnerships with clients and industry partners.
Qualifications and Experience:
6+ years of experience with the management of complex solutions and development capture efforts for defense community and government clients
Experience leading successful (single-award) captures valued at more than $50M and developing complex technical solutions
Experience developing and maintaining effective business relationships with clients and industry partners
Experience with successful execution of all phases of a large and multi-year capture effort, including strategic planning, teaming, proposals, market, or competitive and price-to-win analyses
Ability to communicate multi-step and interdependent activities effectively to capture teams and ensure efficient execution of captured efforts
Ability to lead teams and stakeholders throughout the capture process
Ability to write effectively in response to RFI’s and proposals, and to prepare and present charts in a clear, concise and compelling manner.
Proficient with MS Word, PowerPoint, and Excel, and use of GovWin and maintaining an opportunity management system/customer relationship management system
Current NSA & DoD customer understanding and relationships relevant to our targeted growth areas
BA or BS degree required
Previous NSA and/or DoD Staff experience
Active Top Secret Security Clearance; SCI eligible
