HII-TSD, Integrated Mission Solutions Group (Camber Corporation) is currently seeking an Education Specialist to support the U-2 Intelligence, Surveillance, Reconnaissance (ISR) Mission Planning Cell (MPC) support program and work out of Beale Air Force Base, California with possible travel to other continental United States (CONUS) and overseas (OCONUS) locations as directed by the 99thReconnaissance Squadron Commander (99 RS/CC).

The Education Specialist shall provide analytical, advisory, management, technical and functional support to accomplish all assigned tasks and subtasks. The Education Specialist shall study human behavior/performance within the flying squadron, and through the application of derived principles of individual, group, and organizational behavior, apply this knowledge to the solution of problems identified within the Squadron. The Education Specialist will have specialized knowledge and training in the science of behavior in the workplace. The work requires in-depth knowledge of: organizational development, attitudes, career development, decision theory, human performance and human factors, consumer behavior, small group theory and process, criterion theory and development, job and task analysis, individual assessment, ethical considerations, as well as published Air Force Instructions and guidance as related to activities in the workplace. The Education Specialist will be responsible to optimize the recruitment, selection and placement, training and development, performance measurement, workplace motivation and reward systems, quality of work life, structure of work and human factors, and organizational development within the squadron. The Education Specialist will exercise expertise in: the design, execution and interpretation of research in psychology and apply their findings to help address human and organizational problems in the Squadron. Additionally, the Education Specialist will: Identify training/development needs, design/optimize job and work quality of work life, formulate/implement training programs, courseware, and syllabi, evaluate the effectiveness of training programs and initiatives, and develop criteria to evaluate performance of individuals and organizations.

Duties and Responsibilities (to include but not be limited to the following):

  • Ensure all electronic technical data, regulations, and instructions are current on all electronic systems and physical storage locations.

  • Provide analytical, advisory, and technical support to 99 RS/CC and 99 RS/DO.

  • Identify, communicate, and resolve/recommend solutions to known program and/or technical deficiencies.

  • Attend meetings as directed by the 99 RS/CC and 99 RS/DO.

  • Maintain NIPR and SIPR accounts throughout the contract Period of Performance.

  • Provide input to 99 RS/CC and 99 RS/DO relating to accomplishments and challenges in performance of all required tasks/subtasks.

  • Maintain strict adherence to all published instructions, guidance, and regulations.

  • Assist in furthering U-2 Research & Development Laboratory initiatives.

  • Security Management: Comply with and enforce National, Department of Defense (DoD), and Air Force security policies and directives, including: (1) both verbal and written reporting procedures; (2) deterrence, detection, isolation, containment, and recovery from information system and network security intrusions.

  • Subtasks—

  • Study human behavior/performance within the flying squadron, and through the application of derived principles of individual, group, and organizational behavior, apply this knowledge to the solution of problems identified within the Squadron.

  • Consult and work collaboratively with Squadron senior leaders and Strategic Partners to design, implement, and execute on programs and priorities that promote the Squadron’s mission and vision statements and positively impact performance and organizational strategic goals. Use appropriate metrics to evaluate the effectiveness of OD projects and report conclusions and make recommendations to leaders and stakeholders.

  • Design, develop, manage and facilitate innovative and effective learning solutions around leadership, onboarding, and performance coaching. Identify metrics and indicators to evaluate the success and value of solutions.

  • Collaborate to align leading edge curriculum solutions to identified organization needs and systems. Coordinate the administration of contracts, websites, files, and archives related to developed products.

  • Continuously assess leadership competencies and design/deliver educational events to address performance gaps and build capability.

  • Leads educational efforts in support of system-wide performance management.

  • Proactively seeks out and integrates into personal practice new methods and approaches from organization development experts to increase Squadron mission/vision effectiveness.

  • Coordination of system-wide leadership and core skill educational programming that ensures appropriate use of resources and proper placement of curriculum within the respective training program suites.Collaborate with Squadron leadership, as requested, to conduct diagnoses, design, development, and delivery of appropriate individual, team, and/or organization interventions.

  • Review training course content in collaboration with principal content developer.

  • Develop and maintain course content when projects overlap with area of technical expertise.

  • Assist in consistent application of instructional design process across Squadron training programs.

  • Facilitate end-to-end design, facilitation, coordination, and management of learning programs.

  • Maintain and create new leadership development programs.

  • Facilitate learning solutions in either a physical classroom or virtual setting. Serve as a role model for excellent instructional facilitation and develop those capabilities in others.

  • Perform needs analyses and consult with Squadron leadership to ensure alignment of solutions with Squadron needs/constraints.

  • Use learning expertise to develop innovative materials and experiences along the 70/20/10 spectrum of continuous learning: on-the-job learning, social learning, and traditional learning.

  • Provide subject matter expertise in the development of appropriate organizational development strategies and programs.

  • Perform other related duties as required to ensure Learning and Development goals are met.

  • Lead development of new curriculum and syllabi for aircrew and ground training.

  • As directed, assist in the development of the MPC AI/DL Program.

Qualifications and Experience:

General Required Qualifications-

  • Be a U.S. citizen.

  • Maintain a current passport throughout the Period of Performance for this TO.

  • Obtain all entry/exit visas for countries as required for work performance.

  • Pass a standard physical examination that includes, at a minimum: medical history, height, weight, blood pressure, HIV antibody, and chest x-ray.

  • Be physically capable of performing tasks outlined in Duties and Responsibilities Section above.

  • Have all required immunizations prior to OCONUS travel.

  • Comply with all security requirements as outlined the contract Statement of Work (SOW).

  • Be willing and able to work in a demanding, high-stress environment.

Specific Required Qualifications-

  • Bachelor’s (with 5 years relevant work experience) or Master’s with (3 years relevant work experience) in Industrial/Organizational Psychology, Organizational Development/Design, Adult Learning, Instructional Technology, or Training Design & Development, or similar.

  • Applied knowledge of instructional design methodology and adult learning theory.

  • Expert level of knowledge regarding learning facilitation with varying audience levels.

  • Strong interpersonal, coaching, and leadership skills.

Desired Qualifications-

  • Ph.D. in Industrial/Organizational Psychology, Organizational Development/Design, Adult Learning, Instructional Technology, or Training Design & Development, or similar.

  • Three (3) years’ minimum experience developing leadership programs.

  • Extensive Organizational Effectiveness (OE)/Organizational Development (OD) background, strong consulting, strong presentation skills, and facilitating and managing change

  • Extensive experience both in developing/facilitating leadership development programs and learning events.

  • Strong consultative and project management skills, including budget management and vendor relations.

  • Applicable knowledge of adult learning principles, multi-rater feedback, and personal assessment inventories.

  • Strong consultative, coaching/counseling, and project management skills.

  • Performance improvement skills including facilitating change, accelerated decision making, and Total Quality work process improvement.

  • Successful experience in identifying causes of performance gaps/areas of improvement, as well as designing and implementing appropriate interventions.

  • Demonstrated understanding of the latest leadership training and development theories.

  • Able to develop strong working relationships, manage projects, facilitate change processes, and effectively communicate to achieve organizational goals.

  • Understanding of design principles and ability to deliver learning solutions.

  • Demonstrated analytical decision-making, project management, group facilitation, innovative problem solving, prioritization, and internal consulting.

  • Experience leading teams and/or managing others. Familiarity with coaching competencies; ability to and comfort with coaching.

  • Experience with Artificial Intelligence and/or Machine Learning.
